Fire Works
41.14 FIREWORKS. The sale, use and exploding of fireworks within the City are subject to the following: (Code of Iowa, Sec. 727.2)
1.Definitions. For purposes of this section, definitions related to fireworks for display fireworks, consumer fireworks, and novelties are enumerated in Code of Iowa Section 727.2, and such definitions are incorporated herein by reference.
2.Display Fireworks Regulations. It is unlawful for any person to offer for sale, expose for sale, sell at retail, or use or explode any display fireworks; provided, the City Council may, upon application in writing, grant a permit for the display of fireworks by a City agency, fair associations, amusement parks, and other organization or groups of individuals approved by City authorities when such fireworks display will be handled by a competent operator. No permit shall be granted hereunder unless the operator or sponsoring organization has filed with the City evidence of insurance in the following amounts:
A.Personal Injury:.......... $250,000 per person B.Property Damage:....... $50,000 C.Total Exposure:.......... $1,000,000
3.Consumer Fireworks Regulations. The use and exploding of consumer fireworks within the City is subject to the following:
A. No person under the age of 18 shall possess or discharge a consumer firework without parental supervision.
B. A person shall only discharge a consumer fireworks device on real property that they own or on property where consent has been given. Discharge of consumer fireworks in a public park, on a City-owned property or on a public roadway, street, or alley is strictly prohibited. The possession of a consumer firework in a public park is strictly prohibited.
C. Consumer fireworks shall not be possessed or discharged by persons showing visible signs of, or determined to be, intoxicated or under the influence of a drug or narcotic.
D. Any person discharging a consumer fireworks device assumes all responsibility for its operation and the consequences thereof. No person shall discharge a consumer fireworks device in a reckless manner or manner likely to cause death, injury, fire, or property damage.
E. No person shall discharge a consumer fireworks device outside the following dates and hours:
(1) June 1 through July 8 and December 10 through January 3 of each year, all dates inclusive.
(2) Between the hours of 9:00 a.m. and 10:00 p.m., except that on the following specified dates consumer fireworks shall not be used at times other than between the alternate hours specified:
(a)Between the hours of 9:00 a.m. and 11:00 p.m. on July 4 and the Saturdays and Sundays immediately preceding and following July 4.
(b)Between the hours of 9:00 a.m. on December 31 and 12:30 a.m. on January 1.
(c)Between the hours of 9:00 a.m. and 11:00 p.m. on the Saturdays and Sundays immediately preceding and following December 31.
4.Exceptions. This section does not prohibit the sale by a resident, dealer, manufacturer, or jobber of such fireworks as are not prohibited; or the sale of any kind of fireworks if they are to be shipped out of State; or the sale or use of blank cartridges for a show or theatre, or for signal purposes in athletic sports or by railroads or trucks, or by a recognized military organization. This section does not apply to any substance or composition prepared and sold for medicinal or fumigation purposes. Unless specifically provided otherwise, this section does not apply to novelties.
5.Violations. All violations of any provisions of this section are hereby declared simple misdemeanors. Violations of this chapter shall be reported to the State Fire Marshal.
Drivers of all-terrain vehicles, off-road utility vehicles and golf carts should be 16 years of age and a licensed driver.
These vehicles shall not be operated in any park, playground or upon any other city-owned property without the written permission of the city.
These vehicles shall not be operated upon the public sidewalk or that portion of the street located between the curb line and the sidewalk or property line commonly referred to as the “parking.”
Golf carts may be operated on city streets only between sunrise and sunset.

Lawn Mowing
52.05 UNIFORM HEIGHT SPECIFICATIONS. Grass, weeds, or brush shall be cut, mowed, and maintained so as not to exceed the following height specifications:
1.Developed Residential Areas - not to exceed eight inches.
2.Undeveloped Residential Areas - not to exceed eight inches.
3.Business and Industrial Areas - not to exceed six inches.
4.Agriculture Areas - not to exceed 15 inches.
Building Numbering
150.02 OWNER REQUIREMENTS. Every owner shall comply with the following numbering requirements:
1.Obtain Building Number. The owner shall obtain the assigned number to the principal building from the Clerk.

2.Display Building Number. The owner shall place or cause to be installed and maintained on the principal building the assigned number in a conspicuous place to the street in figures not less than two and one-half inches in height and of a contrasting color with their background.

3.Failure to Comply. If an owner refuses to number a building as herein provided, or fails to do so for a period of 30 days after being notified in writing by the City to do so, the City may proceed to place the assigned number on the principal building and assess the costs against the property for collection in the same manner as a property tax.
